By the way, I am pretty sure when you said that Ottawa is the coldest capital, that is a figure of speech. But if you care for some trivia, Ulan Bator in Mongolia is the coldest capital in the world, given its position in the globe, and its altitude. At least that’s what Wikipedia tells me.
